Modernize EnableCPUScalingGovernor.sh to use shared utilities

Description

Host/Hardware/EnableCPUScalingGovernor.sh has not been updated to use the current shared utility framework. This script manipulates kernel parameters for CPU frequency scaling and needs to be modernized to use ArgumentParser.sh for argument handling and follow current script conventions.

Acceptance Criteria

• Script uses ArgumentParser.sh for argument handling
• Sources shared utilities consistently with other modernized scripts
• Kernel parameter manipulation logic preserved
• Governor options documented in script header or help output
