Add bulk set VM state storage script

Description

There is no script to bulk configure the VM state storage location. VM state storage determines where hibernation and suspend state files are saved. Operators managing large fleets may need to redirect VM state to specific storage backends for performance or capacity reasons.

A new script should be added under VirtualMachines/Options/.

Acceptance Criteria

• New script VirtualMachines/Options/BulkSetVMStateStorage.sh created
• Supports setting the vmstatestorage option to a specified storage ID
• Applies setting across a VM ID range
• Uses ArgumentParser.sh for argument handling
