Feature: New Setup Facade

Currently, the theme setup is initialized using default `filters.php` and `actions.php`. We should review them and create a new facade that will handle this as [here](https://bitbucket.org/indeon/motyw-startowy-wordpress.theme.starter/src/master/wp-content/themes/coditive/wps/Theme/Setup.php).
