expose "dictionary" (--dictionary|-D) option

reincarnated #62 since there were no follow up to #62 (comment) so I don't forget:

https://github.com/codespell-project/actions-codespell#parameter-builtin is about "builtin dictionaries to use.", so I guess --builtin, I need --dictionary to point to a local custom dictionary file and I believe that option is not exposed in the action yet.

We've developed a workflow and action that runs codespell from the CLI. It includes some default configuration, what can be overridden or also concatenated to (which is useful e.g. for skip and ignore-words-list) with the += notation. You can create a simple action quickly too. The configuration of codespell is so straightforward, that for flexibility, that's perhaps better than using this action, for a good chunk of the projects.
