These numbers should be available somewhere, but are not currently being displayed by DCPS, PCSB, or LearnDC. Parents want 'em; can we get 'em?

School budgets contain FTEs, but both DCPS and PCSB lock these up in PDFs.

We'll want to get a link to the CVS view of this onto OpenDataDC, figure
out how to clean this up (there are definitely some outliers that should be
replaced with NAs), then add this to the ETL script...
