Improving special instructions

Special instructions could include some automation and be self-cleaning.

Possible features:

• text-only updates should be picked up automatically - no need to manually build new release and ask RC for permission to deploy
• updates should generate notifications - be up to date with the new instructions
• updates should be validated before they go to production - no wrong instruction should go to production
• short-therm special instructions should expire after given time -avoid extra chores with cleaning up the unnecessary, outdated entries
• each instruction should have author assigned - avoid confusion who is responsible for given instructions
• if special-instruction has no expiration date - it should be explicitly renewed (notifications to the author asking to confirm that it's still necessary)
