spurious FEROL FIFO Stuck occurrences

We had three instances of 'FEROL FIFO stuck' this year (see http://daq-expert.cms/nm/archive?source%5B%5D=FEROLFifoStuck&page=1&type%5B%5D=Start# ).

Looking at them in DAQView:

one sees that DAQView indeed indicates missing fragments on a PIXEL fedbuilder (typically multiple FEDs sometimes also spreading more than one FEROL). However, all three occurrences are accompanied by one or more Tracker FEDs not sending fragments ('FED stuck' aka FlowchartCase5).

I would propose to give FlowchartCase5 dominance over FEROLFifoStuck to solve this.
