Composer package reliance on storage.googleapis seems unreliably

Frequently get this error on composer install:

Unhandled promise rejection with Composer\Downloader\TransportException: curl error 95 while downloading https://storage.googleapis.com/civicrm/cv/cv-0.3.68.phar: HTTP/3 stream 0 reset by server in phar:///usr/local/bin/composer/src/Composer/Util/Http/CurlDownloader.php:398

Maybe the composer package could be handled by https://packagist.org/ ?

Have tried downloading via curl w/--http3 flag from the same server works.
Run same composer command inside same container image (running locally) works fine.

Waiting a while, and it ultimately does start working again, but this has recurred a few times now at least.
