Consider moving to codefloe rather than codeberg

Codeberg CI is suffering a regression on IPv6 availability in its CI (Codeberg-CI/feedback#314).

A possible alternative (for main project home; issues have not even been migrated from Github yet) is Codefloe; exploring how well that'd work at https://codefloe.com/aiocoap/aiocoap-experiments.

Some notes so far:

• CI works great (after I extended hard-coded recognition of woodpecker); runner diversity (ARM64) is a plus.

• Nice defaults: commit message is almost what I want (Codeberg's is already better than GitHub's in that it has the PR title in it and the PR URL in structured parts; Codefloe's also removes the "merge" boilerplate, just keeps the PR number in the title)

• Bus factor is unclear (FAQ mentions team pointing to liberapay, but there's just one team member there)

• Registration with Codeberg, GitHub, GitLab or OpenID is nice (but didn't test most of them).

• Codefloe doesn't ask me as who I'd like to commit (even though it has my EMail address as primary) It just tries to stay consistent here: I had "hide email address" ticked, and that has consequences:

  Email address will not be shown on the profile page and will not be the default for commits made via the web interface, like file uploads, edits, and merge commits. Instead, a special address chrysn@noreply.codefloe.com can be used to link commits to the user account. This option will not affect existing commits.

  (Same as Codeberg, I just used different settings there.)

Urgency on this is removed since I found how it broke, and could introduce a workaround that gets us rid of an option that is problematic in other contexts as well.
