Correct the timing/csv output in the export function

The export function in chiscore needs to be improved:

• The AM/PMs are incorrect.
• The export should use 24 hour format w/ UTC offset
• When there's no total time for a team, it reports '05:37:54'. It should report 'Did Not Finish'
• When there's no checkin time for a checkpoint, it reports '12:22:06'. It should report '--'
• Randomly omits carriage return character at end of certain lines, resulting inCSV::MalformedCSVError: Unquoted fields do not allow \r or \n errors when passed as a parameter into CSV.foreach. These needed to be added manually on missing lines before the dogtag importer would parse this output.

Because this data needs so much work, I wrote a rake task in dogtag to transform this output into something more usable. That script's functionality should be incorporated into the chiscore export function so that cross-dependency can be removed and this code gets improved. The aforementioned dogtag rake task does the following:

• Calculates total race time for each time in a CSV file.
• Sorts the results by fastest time.
• Outputs to stdout.
