Update the default release of Ceph-csi driver for Noble compatibility

Issue

The out of the box experience with Ceph-csi is not perfect currently with Ubuntu Noble and potentially with Jammy if using the HWE kernel, which is common to support recent and decent hardware if having Kubernetes on baremetal.
Related to the issues #49 and #56.

No error messages are visible from the charm when csi-rbdplugin pods are failing to get deployed.
Leading to cumbersome troubleshooting to understand why volumes fail to be provisioned instead of a smooth deployment users would expect from a charm deployment.

Environment

• Ubuntu 24.04
• Juju 3.6
• Canonical k8s 1.32/stable
• Charmed Ceph Squid
• Ceph-csi 1.32/edge or 1.33/stable

Proposed solution

• change the default release from v3.9.0 (June 2023) to v3.13.0 (or more recent if looking at the pull request from Component upgrades from ceph upstream projects v3.12 -> v3.16 #55)
• backport the change to 1.33 and 1.34 branches
