Setup CICD

Should:

• Run unit tests on all branches and PRs
• Build for multiple architechures
• Publish releases with git commits as notes as .dpkg and also binary .tar.gz files for each architechure
• Said dpkg files should set a proper CWD for the binary to run and log + store its config, and setup a systemd file to autostart at boot and restart if it crashes

Also, should also make a release as a docker image too for running in k8s clusters etc
