added doxygen docs

For completeness, I configured the docs to also produce a complete C++ api in doxygen. You can browse it here: https://cavalab.org/brush/doxygen/

I'm imagining the C++ API at https://cavalab.org/brush/cpp_api/index.html will be restricted to the most relevant functions for people using the Python interface.
