When bulk attaching issues, allow *not* attaching to results that already have issues

The benefit of this filter would be if two bugs have the same symptoms, previous runs with the previous bug attached would not be included in the new bug.

Perhaps a "switch" in the bulk attach dialog next to "Attach to existing test results" section.
