Add Windows support

I tried to add Windows to the CI, but Github throws this error

I'm assuming the "container operation" it's talking about is the redis service? That's a pretty important part to making this work, so it'll need more investigation

Looks like Github doesn't plan on adding support for this on to Windows

I came across this https://github.com/marketplace/actions/actions-setup-redis but it says Windows not supported... Not sure how we get Redis working in this CI...

Maybe we need something like https://github.com/redis-windows/redis-windows which just installs it locally and boots it up? 🤷‍♂️

For this, can we boot redis on WSL2 and still access it from the host Windows via localhost:6379?
