Should channels be case insensitive? or maybe just always lower case?

I need to test it, but I think this would broadcast to two different channels:

Channel.broadcast_to("room:1", "hi")
Channel.broadcast_to("ROOM:1", "hi")

I feel like it should always be the same, and if it's not, then we should make that change. But if you're expecting "Room", then all of a sudden send "room" and it doesn't work, that would be a breaking change

Personally, I think it should be case insensitive... It seems weird to me that you could accidentally type a capital letter or something and not find out your broadcast isn't working how you expect until you get to production. However, it seems that Rails' version works this way 🙃 They expect you to manually normalize the channel room.

With that said, there could be an argument made here once you start considering non-english characters for channel names. I'm guessing there's cases where changing from upper case to lowercase completely changes semantics or maybe the characters (spit balling here). So for that reason, I think we can just document that and then close the issue.
