Repo consolidation

For clarity, recommending we consolidate other still-relevant repos into this one to create a clear focal point for IFCJSON work. Specifically recommending:

• moving the latest JSON Schema and associated tooling here
• moving IFCJSON-5 to a separate branch of this repo
• renaming the repo "IFCJSON" or similar, so newcomers aren't confused by the numbered variants
• consider migrating the resulting monorepo to BSi

1. IFC-JSON schema
2. IFC EXPRESS to IFCJSON schema for IFC4
3. Python convertor for IFC SPF files to IFCJSON files compliant with above single IFCJSON schema
   [optional for testing] 4. Python convertor of IFCJSON files to IFC-SPF files
