datatype attribute case

The datatype attribute is now upper case. However, I did not find any information about that, and links to tables with measure types are still using camel case.
Where is this upper case agreement documented?
Also, I would prefer to embed such pattern in the IDS schema than to have it documented in written agreements?

I would proposed to change the type of "datatype" to new simpleType "upperCaseName":

with

	<xs:simpleType name="upperCaseName">
		<xs:restriction base="xs:normalizedString">
			<xs:pattern value="[A-Z]+"/>
