Investigate `frisky` as a drop-in replacement to accelerate `dask` backend

Dropping a small note here based on Matt Rocklin's recent walkthrough... one thing that creates friction in EWB is the mediation between dask and local work, and frisky might be a fast, off-the-shelf way to eliminate that friction entirely through pure performance.

I didn't even see this issue and had started a branch to test it along with dask_array at some point. Looks awesome!
