Manifest V2 is deprecated and disabled by default

Hi, I have been a fan of this extension (It's Raininng) for many years.

Since the Manifest V2 standard has been deprecated (in favor of V3),
this extension has been listed and disabled by Google Chrome by default for quite some time.
