pgvector extension is already available as part of Amazon RDS PostgreSQL version 15.2 and above. You can simply create extension by connecting to the Amazon RDS PostgreSQL instance
psql > create extension vector;

But for any open source version, please follow the instructions available in https://github.com/pgvector/pgvector to download, compile and install the extension.
