feat: plan for chaos-kube for aic-ci

this feature is to explore the chaos-kube chart:

• explore the current chaos-kube chart in kubernetes/charts
• explore how additional functions can be added to chaos-kube, or if additional containers can be added for testing endpoints (i.e. tempest API tests for openstack as a side-car container), and how these tests could be reported/recorded
• explore any logging/reporting options
• document implementation for AIC and specifically openstack-helm
