Tab bar shifts layout when switching projects

Description:

When switching between projects in the tab group, the "+" button appears/disappears and causes the other tabs to shift position. This is becomes annoying when working across two repos simultaneously.

Suggestions:

• Make the "+" button's position static so it doesn't cause layout shift when it appears.
• The "+" button is also missing padding-y on its icon, inconsistent with other buttons.
