verbose-proxy: adding tail endpoint

it would be nice if you could tail the log in your browser from the proxy.. 

eg 
```sh
npx verbose-proxy --open
```
and in the browser you'd get a page (perhaps at `/__tail`) that just streamed the output of the log.. could even add some formatting there to make it more like the network tab in dev tools
