IE11: switch toggle shows with Activated color in either status of active or deactivated 

OS: Windows 10
Browser: IE 11

**Steps to reproduce:**

1. Click on "Manager your choices"
2. Click on any "learn more & set" list item
3. Click on "Allow All"
4. Click on "Disallow All"

**Excepted:**
Switch toggle buttons background return to gray (deactivated) deactivated color

**Actually:**
Switch toggle buttons background remain activated color
