Re-installing packages requires an Internet connection

There are several possible reasons why one wants to reinstall packages. The two most important ones are these:

1. Because there are no packages at all
2. The build list and the installed packages are out of sync

If the required packages are saved in the cache, there is no reason why an Internet connection is required.

Currently that does not work.
