`.heroku-apps.json` should be specified at repo root as well

Currently all aliases must live in ~/.heroku-apps.json. We should allow per-project configurations as well, so they can be managed by each project's source control.

I hope to make this change soon.

Should the project be able to specify its own name so someone can h pg with no app argument the way you can just heroku if there's a heroku remote configured?

When the app and the user (in ~/.heroku-apps.json) declare the same nickname, who wins? I lean user.

I'd suggest it follows the same model as git config -- who wins there?

Git chooses leaves over the root, but the config is also user-controlled, not repo-controlled. If the repo has something in it, I think humans should be able to override it locally.

Eg. you defined ap => awesome-production in ~/.heroku-apps.json and then clone awful.git, which also defines ap. If ap changes without you noticing, you'll be confused and sad.
