[MSHARED-1295] Have ${project.build.outputTimestamp} injected as @Parameter

Right now, this model property is obtained from {{MavenProject]], but it can an expression, so it is not interpolated making site generation fail. For that reason we should have it obtained from a parameter expression which is always interpolated.
