[MSHARED-1181] Populate SiteRenderingContext#getPublishDate() with ${project.build.outputTimestamp}

In resemblance to the entry timestamps of reproducible JARs Maven Reporting Impl shall reuse this value for publishDate to depict when this site has been published, identically to the compiled JAR content.
