DefaultMavenReportExecutor line 128 is using Sonatype Aether ExclusionsDependencyFilter for MavenPluginManager.setupPluginRealm(...) API call at line 267 which is affected
by switching to Eclipse Aether

We will need some tweaks in maven-reporting-exec to detect Eclipse Aether
