Cleanup labels

See if we can/should clean up some of our labels.

Some notes:

• remove rust label
  • chore: remove rust label from infra yaml #10456
• remove stale-pr label (we already have Stale from the workflow)
• deprecate next-major-release in favour of api-change since these are almost always used as a pair?
• we have both dependencies and auto-dependencies 🤔
• we have both parquet_derive and parquet-derive
• should we maintain our labels in .asf.yaml?
  • it does state we are technically only allowed 20, but we currently have more than 20 labels: https://github.com/apache/infrastructure-asfyaml/blob/main/README.md#repository-metadata
• maybe update some of their descriptions

I've moved issues/PRs that were on parquet_derive to parquet-derive and deleted the parquet_derive label

deleted stale-pr; it was only on 5 closed PRs dating back to 2021/2022
