Make link targets open to new windows

The links at the top of the page don't open new windows; neither do the links to the plugins at the bottom

I'm not sure I like this as a default UI pattern, especially when at least one of the links is to another part of the same page. I'd rather let users decide for themselves whether to open links in new windows.
