SOLIDPOD: Users cannot register `solidpod` command on Windows

Description

When generating a template application using solidpod create my_pod_app on Windows, the command prompter or PowerShell will raise an exception saying the command solidpod cannot be found.

Please address the issue on Windows and update the guidance in README.md.

Closing Criteria

Checklist for closing the issue:

• No errors from make prep
• All tests pass make qtest
• Users can use command solidpod to generate a new template application.

Command solidpod can be added to the system using the following approach:

• Run PowerShell
• Run the following commands:

$pubCacheBin = "$env:LOCALAPPDATA\Pub\Cache\bin"
$userPath = [Environment]::GetEnvironmentVariable("Path", "User")

if ($userPath -notlike "*$pubCacheBin*") {
  [Environment]::SetEnvironmentVariable("Path", "$userPath;$pubCacheBin", "User")
}

• Close Powershell
• Open Command Prompter or PowerShell to use solidpod command.
