Create a teepod repository to be the home for the server architecture for pod AI services

Initialise it with python code to collect data through the service's pod with users sharing blood pressure data with the services pod, and the service generating plots published back to the user pods, as demonstrated in Thahn's project

This will need an update to the key handling.
