Perform suite of measurements according to a config file

As a command-line netmeasure user I need to be able to create a configuration file describing a suite of measurements so that:

• I can easily run more than 1 measurement sequentially
• I don't have too invoke each measurement and it's arguments/options via the CLI
• I can run a defined suite of measurements more than once
• I can share a suite of measurements between machines or with other users

This card will be complete when netmeasure can run a suite of measurements defined in a config file.
