Enabling tags per (sub-)project and filtering tags per project

I would like to enable tags for certain projects and sub-projects.

My use case is that we use redmine for multiple teams and only one team wants to work with tags.
Plus filtering which tags are used in which project. Since the projects now see each others tags.

First it would be nice to enable/disable tags on project level (project settings->project->modules)

Another way would be to make the tags field visible for certain projects like in custom fields but for all tags
project settings -> issue tracking -> enable/disable tags

or with certain trackers
admin settings -> trackers -> -> enable/disable tags?

I don't really mind which way it is enabled/disabled.

My current possible workaround is to have a role for one team that can that can view tags, an admin role that can create them, and a role for team members that don't use tags.
But it is not ideal...

My second part is that it would be a lot easier to only have tags for certain projects so the teams don't clutter each others workspaces with fields/tags they don't use.
That would be ideal for the plugin's tag management settings I think.

I would love to help if pointed in the right direction. I don't usually program ruby though.

I created a fork to enable tags on a per project basis. Not sure about the error handling though since it is my first time working with ruby/redmine plugins.
