Instructions from template during cluster creation

So it's easier to add new clusters,
When a new cluster is added,
The instructions for the cluster should be populated with a default template.

It should be possible to remove instructions which are not relevant to a particular cluster.

It should be possible to add a new instruction which is specific to a particular cluster.

It should be possible to edit the default instruction template (add/remove instructions).
