[B2B Feature]: Recommend reusable experience blocks and a template for a brief

Describe the problem

Sellers don't know which approved blocks/templates exist or which fit a given account, so pages are inconsistent and approved content is under-reused.

Propose a solution

When the seller provides a brief, have the assistant surface recommended templates and reusable experience blocks (from the approved/discoverable set) with a short rationale, so the seller picks from vetted building blocks.

Flow

1. Seller submits a brief.
2. Assistant queries the discoverable content set.
3. Assistant returns ranked template + block recommendations with rationale.
4. Seller selects; selection feeds the authoring step.

Associated skill

Shared with the microsite-builder skill; consumes the discovery capability.
