Links within top topics component block not redirecting properly

Links within the top topics section are landing on the .php link without redirecting, causing a 404

See screenshot below, clicking on "Affordable Housing Help" within the "Apply for Assistance" heading lands me on https://www.clarkcountynv.gov/residents/assistance_programs/affordable_housing_help.php
