UI/UX changes to "Pagalba Ukrainai" page

User Story
As a user who wants to offer my services to Ukrainian refugees,
I want easily find filling form option and see what others are offering,
so that I can process my offer of service quickly and easily.

Acceptance Criteria (“Pagalba Ukrainai” page)

1. “Pagalba Ukrainai” page should have information block with most important links for Ukrainians at the top of this page.
2. “Pagalba Ukrainai” should have breadcrumbs, Title “Pagalba Ukrainai” and Subtitle text.
3. Four tabs with different help options (“Aukojimas”, “Savanoryste”, “Siulyti paslaugas Ukrainieciams”, “Paslaugos Ukrainieciams”) should be clearly visible.
4. Each tab should direct user to according page or filling form option.
5. All changes should be visible in mobile accordingly.
