Should we allow infinite upgrades on cities and power plants?

At the moment, we can only upgrade cities from small to medium to large, but should we instead put levels on the city and power plant that the user can continually upgrade?

Pros: feels like a more long-term option, helps the game not to end

Cons: complicated to implement, how to show level on building
