This may be a really stupid question, but is there any way to inject this into the Steam version of FH5?

There's a single promo car that was only released on the MS Store and not Steam, and I'm trying to get it unlocked.

Short answer; no.

Long answer; if Steam doesn't have the DLC in its list of things to check for, it won't load it. Steam/MS/Epic etc use different methods to check for DLCs so they can't load from eachother. And they most likely never will because they want to keep you on their platform as much as they can.
