Setup QA CI

• Setup a build image & github CI file with build script from https://github.com/Xcov19/qa-framework#qa-framework
• For QA pipeline, Setup digitalocean VM and bind to static IP
• Allow dependencies on OAuth token and incoming static IP
• Allow static IP into GCP project
