CONTRIBUTING.md references a Code of Conduct but the file does not exist.

Evidence

CONTRIBUTING.md: "By participating in this project you agree to uphold a respectful, inclusive, and harassment-free environment."

Impact

No formal community standards. Potential contributors may be deterred by the lack of explicit behavioral guidelines.

Proposed Solution

Adopt the Contributor Covenant (v2.1), the de facto standard for open source projects. Customize the enforcement contact email.

Acceptance Criteria

• CODE_OF_CONDUCT.md exists
• Uses Contributor Covenant 2.1
• Includes enforcement contact information
