Block Toolbar Dropdown: Unintended button text and help text

It seems like an unexpected menu is showing up in the block toolbar dropdown in the post editor.

After using git bisect to identify the issue, it appears this issue originated in #65204.

Default Block

The "Edit the template..." help text should not be displayed.
