Image: Lightbox does not display largest available size of image

Description

The lightbox does not scale images up or show the largest available size when it is opened.

Step-by-step reproduction instructions

1. Enable the Interactivity API and Behaviors UI experiment in Gutenberg > Experiments.
2. Add an image to a post
3. Enable Advanced > Behaviors > Lightbox in the image block settings
4. Set the image to thumbnail
5. Publish the post and click on the image.
6. See that a thumbnail-sized image is shown rather than a full screen version of it.
