Thanks for reporting. My bad, this regressed in #45369.

As @jffng mentioned in #45369 (comment) I think it can be fixed. Basically, the content area is a flex item (and also a flex container). Being a flex item, it needs its parent to be a flex container. After #45369, there's now a new parent element with class interface-navigable-region__stacker that needs to be made a flex container.
