What problem does this address?
We have some users who get really involved page hierarchies (documentation pages, for example!) and who want to have generated navigation within each page as a sort of Table of Contents
What is your proposed solution?
Show these options as a select or with a toggle setup. Then if that page doesn't have children or siblings as selected, just don't display that block.
