Add a `make release VERSION=x.y.z` target

This will be an improvement on going through the steps manually. Releasing requires:

1. Bump the version in code
2. Notarize
3. Create git tag
4. Upload with the correct asset name
5. Bump the brew tap version

Much of this could be pushed into the Makefile
