[Observation] While offline, i am able to enter the "add infrastructure" screen without logging in. Added school will not be saved.

When you enter the app, you can bypass the login screen by going offline before logging in. You are then able to enter information for a new school you want to add. This school will not be saved, because there is no logged in account to save this to. This can cause confusion.

Steps to recreate.

1. Open the app/browser page
2. See the Log-in screen
3. Go offline
4. Enter a GPS Location
5. Click the list button
6. Click the + Button
7. Enter new infrastructure information
8. Click Add

You should see a message that says you are offline. The information will be uploaded the next time you are logged in.

1. Go back online
2. Log in
3. Click the list button
4. Refresh for new schools

No schools are added. In this situation, the message when trying to upload a school could notify me that I am not logged in and that the information can't be saved.
